The Institute for Innovation and Implementation with the University of Maryland, Baltimore School of Social Work has an opportunity for a Program Director. The Program Director will lead all efforts related to the National Quality Improvement Center (QIC) that seeks to improve well-being, stability, and permanency of lesbian, gay, bisexual, transgender, and questioning (LGBTQ) children and youth in foster care. The Program Director should bring extensive knowledge about the needs of LGBTQ youth as well as experience operationalizing implementation science. The position will be responsible for planning and overseeing the short and long-term strategic planning and strategies for programmatic success of the QIC. Together with the Principle Investigator, the QIC Leadership Team and the Children’s Bureau, the Program Director will drive the program strategy, leads the implementation, works closely with internal and external stakeholders, facilitates and coordinates QIC Learning Collaborative, and identifies gaps in services and designs additional program elements which address them. The Program Director will have direct responsibility and play a key leadership role in operating the QIC and has the authority to formulate, affect, interpret or implement management policies and operating practices.

The Institute serves as a national training, technical assistance, evaluation, policy, systems design, and finance center that is focused on children's behavioral health. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance & Implementation; and Research & Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families.

Education: Bachelor’s degree in Social Work, Psychology, or related field. Experience: Five (5) years of related experience working in an appropriate field with at least two (2) years’ experience of overall responsibility for program direction, coordination, and implementation.

Preferred Education: Master’s degree in Social Work, Psychology, or related field.

Preferred Experience: Supervisory experience preferred.

Skills and Knowledge Required: 
  • Possesses a thorough knowledge of position requirements and able to perform position in compliance with all requirements/regulations/laws. Knowledge about evidence based practice implementation. Ability to facilitate multi-state collaborative process. Thorough knowledge about LGBTZ youth, child welfare systems, and implementation science. Ability to maintain high standards with the work being performed and maintain awareness with trends and influences. Ability to establish and implement goals and structures in support of the strategic mission. Ability to exercise the initiative and resourcefulness necessary for prioritizing multiple and ongoing projects. Skill in making effective and strategic, analytical, and timely decisions. Ability to write and present whit papers, reports, research summaries, and other publications.
  • Ability to supervise and direct personnel toward meeting organization and program goals. Leadership, coaching, and teambuilding skills to strengthen and cultivate relationships. Ability to take a lead role in performing and directing various advanced, routine and maintenance procedures.

Skill in data manipulation and analysis with an ability to solve problems and make sound judgements. Skill in continuously seeking to improve the quality of services and processes.
